The Arkansas Department of Energy and Environment - Division of Environmental Quality (“DEQ”) and Georgia-Pacific Wood Products, LLC (“GP”) entered into a November 12th Consent Administrative Order (“CAO”) addressing an alleged violation of an air permit.
See LIS No. 24-155.
The CAO provides that GP owns and operates an oriented strand board plant in Fordyce, Arkansas.
The plant is stated to operate pursuant to an air permit.
DEQ personnel are stated to have conducted a routine compliance inspection of the facility on February 6th. The reporting period for the inspection is stated to have been October 1, 2021 through December 31, 2023.
The inspection is stated to have determined that the plant exceeded the permitted 0.31 lb/gal of VOC content in the paint/ink used at SN-11 during the entire reporting period. Records reviewed during the inspection are stated to have indicated that GP used a paint/ink product, SI-60LF Black Light Fast Ink, which contained 1.60 lb/gal of VOC. This is alleged to violate Specific Condition 68 of Permits R22 and R23 and Specific Condition 69 of Permits R24 and R25.
GP stated in April 1st correspondence that upon identification of the paint/ink product it reached out to the vendor to confirm the VOC content. Once it was confirmed that the VOC content exceeded the permitted content limit, GP ceased use of the product.
GP neither admits nor denies the factual and legal allegations contained in the CAO.
The CAO assesses a civil penalty of $4,320.00.
