The United States Environmental Protection Agency (“EPA”) and Wieland Rolled Products (“WRP”) entered into a June 9th Consent Agreement and Final Order (“CAFO”) addressing alleged violations of the Clean Air Act New Source Performance Standards. See Docket No. CAA-05-2025-0013.
WRP is stated to own and operate a brass and bronze production plant in East Alton, Illinois.
The facility is stated to operate the following emission units:
- Electric furnace emission units: #1, #2, #3, #4, and #5.
- D.C. Casting Units.
- #1 and #2 Ascast Casting Units.
Each Casting Unit is stated to possess a capacity greater than 2,205 lbs. and were constructed or modified after June 11, 1973.
The Casting Units are stated to be subject to the Clean Air Act New Source Performance Standards – Subpart M.
An EPA inspection is stated to have identified the following violations:
- 40 C.F.R. § 60.11(d) by failing to maintain and operate the Casting Units in a manner consistent with good air pollution control practices for minimizing emissions.
- 40 C.F.R. § 60.132(b) of Subpart M and Section 4.1.2(a)(i) of the Air Permit by exceeding the 10% opacity limit at the Casting Unit
- Condition 4.1.2(h)(i)(A) of the Air Permit by exceeding its permitted lead emission limit.
WRP neither admits nor denies the allegations stated in Section E of the CAFO.
A civil penalty of $962,985.00 is assessed.
