I. Certificate of Need Program -

A. AL2024-031, Springhill Hospital, Inc. d/b/a Springhill Medical Center, Mobile County, AL: Proposes to add twenty (20) inpatient rehabilitation beds to an existing eighteen (18) bed inpatient rehabilitation facility in Mobile, Mobile County, Alabama, Region VI, pursuant to the Statistical Update to section 410-2-4-.08, Inpatient Physical Rehabilitation of the 2024-2027 Alabama State Health Plan. Opposition: Opposition was filed by Thomas Medical Center, Mobile Infirmary Medical Center, and USA Health in November 2024. Contested case requests were filed by all three intervenors in November 2024. Thomas Hospital and Mobile Infirmary withdrew from the review process on 4/2/2025. USA Health withdrew from the review process 4/22/2025 but maintains its opposition to this project. The ALJ submitted a letter on 4/23/2025 returning the project to the Certificate of Need Review Board for action as it is no longer part of a contested case. Approved.

B. AL2025-004, Arbor Lake Health & Rehabilitation Center, Lee County, AL: Proposes to relocate fifty (50) nursing facility beds from two (2) sources within Lee County, Alabama. Twenty-four (24) of the proposed nursing facility beds will be relocated from Arbor Springs Health and Rehab in Opelika, Lee County, and twenty-six (26) of the proposed nursing beds will be relocated from East Alabama Medical Center (EAMC), an existing acute care hospital in Lee County, for a total of one-hundred thirty-seven (137) nursing facility beds. Opposition: None. Approved.
