The California Air Resources Board (CARB) has announced that it will hold a virtual public workshop to “support the development of California’s Corporate Greenhouse Gas Reporting Program,” as reflected in The Climate Corporate Data Accountability Act (Senate Bill 253), which requires certain large businesses operating in California to publicly report their greenhouse gas emissions beginning with Scopes 1 and 2 emissions in 2026 with respect to 2025 emissions, and The Climate-Related Financial Risk Act (Senate Bill 261), which mandates in-scope companies to biennially report on climate-related financial risk, with the first report due on or before January 1, 2026 (each bill as amended by Senate Bill 219).

The workshop will be held on Thursday, May 29, 2025, at 9:30 a.m. – 12:30 p.m. PT, and is open to the public. Interested parties may register for the workshop via CARB’s website (and the link above).

According to CARB’s website, the workshop will provide an overview of the climate legislation, a timeline for regulatory development, and a discussion of feedback received from stakeholders from CARB’s December 2024 California Climate-Disclosure Information Solicitation. The workshop will also include a comparative analysis of greenhouse gas accounting and reporting mechanisms that currently exist across various regulatory and voluntary programs and will provide an opportunity for attendees to provide verbal feedback.

Companies subject to the California climate disclosure rules (and their counsel) should consider attending the workshop and/or otherwise monitoring developments from the workshop.
