On August 7, 2025, the California Air Resources Board (CARB) announced that it will hold a virtual public workshop on Thursday, August 21, 2025, from 9:30 a.m. to 12:30 p.m. Pacific Time “to support the development of California’s Corporate Greenhouse Gas Reporting Program.” This reporting program was established by Senate Bills 253 and 261, as amended by Senate 219, and is codified in Health and Safety Code Sections 38532 and 38533. For more information on these laws and the prior CARB workshop, please see our client alerts here and here.

According to the announcement, the workshop will draft definitions needed for determining which entities will be subject to the reporting requirements including, for example, “revenue,” “doing business in California,” and “parent-subsidiary” relationships. In addition, staff will present a draft framework for a fee regulation and will provide updates on the regulatory development timeline, considerations for assurance requirements under the reporting program, and take input on various aspects of the reporting program. Staff will also accept verbal feedback during the workshop and will open the public docket for three weeks following the workshop for written comments. Interested parties may register for the workshop here.
