CBP Issues Instructions for Reporting Unknown Country of Smelt and Cast

Effective June 28, 2025, importers of derivative downstream products incorporating aluminum known should report “unknown” in lieu of the International Organization for Standardization (ISO) code when the country of smelt and cast is not known, per CSMS guidance published by U.S. Customs and Border Protection (“CBP”).
 

CBP’s CSMS states that, when reporting “unknown” for the country of smelt and cast, importers are required to report HTS 9903.85.67 or 9903.85.68, as applicable. Further, these imports will be assessed the 200% Section 232 duties that applies on imports of aluminum from Russia.

We previously covered the Department of Commerce’s additions to the list of aluminum and steel “derivatives” subject to Section 232 duties here. CBP has yet to provide any guidance on the specific method to be used to declare a value for the aluminum or steel content for affected derivative products.
