On June 3, 2025, the Orange County Board of County Commissioners voted to adopt the County’s highly anticipated Vision 2050 Comprehensive Plan and accompanying Orange Code, setting a new regulatory framework to guide growth and development in the County.
Shortly thereafter, Orange County transmitted the Vision 2050 Comprehensive Plan to the Department of Commerce, Bureau of Community Planning & Growth for review under Florida’s Growth Management Act. On July 28, 2025, the Department of Commerce issued a letter to Orange County declaring the Vision 2050 Comprehensive Plan adopted by Orange County null and void.
The letter cited as reasons conflicts between provisions of the Vision 2050 Comprehensive Plan and Chapter 2025-190, Section 28, Laws of Florida, citing relevant parts of that law that became effective July 1, 2025, but are retroactive to August 1, 2024. The Department of Commerce’s voiding of the Vision 2050 Comprehensive Plan precludes Orange Code from becoming effective.
As of the date of this alert, Orange County has not responded to the Department of Commerce’s voiding of Vision 2050.
