Further Changes to Shipments under $800 from China

The tariffs and fees on small value packages were further increased following the April 10, 2025,  issuance of Executive Order (“EO”) titled Modifying Reciprocal Tariff Rates to Reflect Trading Partner Retaliation and Alignment. As we previously reported, this EO also raised reciprocal tariff rates on Chinese goods to 125%.

The April 10, 2025 EO further increases tariffs and flat fees for small value packages from China as follows:

  • For postal items, the tariff is increased from 90% to 120% of the package’s value or replaced with a flat fee per postal item.
  • For goods entered between May 2, 2025, and before 12:01 a.m. EDT on June 1, 2025, the flat fee is raised from $75 to $100.
  • Beginning June 1, 2025, the flat fee will rise $200.
