The Subcommittee on Environment of the House Committee on Energy and Commerce has announced that its first hearing of the 119th Congress will focus on the Toxic Substances Control Act (TSCA). The hearing, “A Decade Later: Assessing the Legacy and Impact of the Frank R. Lautenberg Chemical Safety for the 21st Century Act,” is scheduled for January 22, 2025, at 10:30 a.m. in Room 2123 of the Rayburn House Office Building and will be webcast.

Richard E. Engler, Ph.D., Director of Chemistry for The Acta Group and Bergeson & Campbell, P.C., has been invited and will testify at the hearing.

Congress must pass legislation during the current 119th Congress to reauthorize TSCA fees that are set to expire September 30, 2026, the end of Fiscal Year 2026. A majority of members of the House of Representatives, and nearly half of the members of the Subcommittee, were not in Congress when the Frank R. Lautenberg Chemical Safety for the 21st Century Act (Pub. Law 114-182) was enacted in 2016. Ten of the Subcommittee’s 25 members are new to the Subcommittee for the 119th Congress.

This hearing is the first of what is expected to be several hearings in Congress this year to review TSCA and identify potential improvements to the statute that could be included in legislation to reauthorize TSCA fees.
