This order directs agency heads along with their DOGE team lead to build a centralized system within each agency to record every payment issued by the agency pursuant to contracts and grants, as well as a system that documents approval for federally funded travel for conferences or other non-essential travel.

All payouts for covered contracts and grants will require a written justification from approving employees of the payment, with agency heads and DOGE team leads issuing guidance requiring employees to submit a written justification prior to approving payments to covered contracts and grants.

The order also requires, with some exceptions, that payment justifications to be publicly posted.

Agency heads and DOGE team leads are further directed to issue guidance around signing new contracts or modifying existing contracts. Agency heads must review existing covered contracts and grants to identify those that can be terminated or modified to reduce or reallocate federal spending and pause and review payouts that have not had written justifications submitted. The order requires the process to commence immediately and directs prioritization of the review of funds disbursed under covered contracts and grants to educational institutions and foreign entities for waste, fraud, and abuse. It also creates a 30-day credit card freeze, to the maximum extent permitted by law.

The order also seeks to address real property disposition and requires, within 7 days, agency heads provide confirmation to the GSA Administrator that all inventories of federally owned properties under the Federal Real Property Profile Management System have been properly updated. Within 30 days, agency heads are required to (1) identify termination rights for existing leases of federally owned properties; (2) review existing contracts and grants to determine which can terminated or modified to reduce or reallocate federal spending, focusing on contracts or grants with educational institutions and foreign entities; and (3) conduct a comprehensive review of all agency contracting policies, procedures, and personnel. Within 60 days, the GSA Administrator will submit a plan to the OMB Director outlining federally owned properties that are considered to be no longer needed.
