June 2025 Consumer Litigation Trends: TCPA and Class Actions Lead the Way with a Continued Rise in YTD Statistics

WebRecon’s latest June 2025 report continues to reveal a general rise in the consumer complaint and litigation landscape based on year-to-date (YTD) figures. Since May 2025, Telephone Consumer Protection Act (TCPA) litigation has steadily increased, despite a slight dip in lawsuits and complaints related to other consumer protection laws.

June also witnessed a continued surge in class action activity. Class actions accounted for 78.6% of all TCPA filings, underscoring the continuing vulnerability companies face in this category. Class actions amplify legal and financial exposure, often carrying the added burden of reputational risk.

These ongoing litigation trends underscore the need for companies to remain vigilant in monitoring regulatory trends and enforcement risks as well, particularly when it comes to compliance with the TCPA.

  • Telephone Consumer Protection Act (TCPA) Litigation:
    257 TCPA cases filed – up a notable 29.1% from May, and up 44.4% YTD.
  • Fair Debt Collection Practices Act (FDCPA) Cases:
    345 FDCPA cases filed – a decrease of 11.3% since May, and down 5.9% YTD.
  • Fair Credit Reporting Act (FCRA) Cases:
    661 FCRA cases filed – down 1.2% since May, yet up 15.8% YTD.
  • Consumer Financial Protection Bureau (CFPB) Complaints:
    23,392 complaints filed with the CFPB – a 1.7% decrease from May, but a substantial 99.5% increase YTD.
    • A significant share of these CFPB complaints centered on debt collection issues:
      • 43% related to attempts to collect debts not owed
      • 30% cited inadequate written notification about the debt

  • Georgia Northern District Court - Atlanta (98)
  • California Central District Court - Western Division - Los Angeles (64)
  • Illinois Northern District Court - Chicago (46)
  • California Central District Court - Southern Division - Santa Ana (36)
  • Florida Middle District Court - Tampa (36)
  • Florida Southern District Court - Fort Lauderdale (31)
  • Michigan Eastern District Court - Detroit (31)
  • New Jersey District Court - Newark (30)
  • Texas Southern District Court - Houston (29)
  • Texas Northern District Court - Dallas (27)

Overall, the sustained YTD growth in complaints and lawsuits across major consumer protection laws points to a litigation climate that demands vigilance. Consumer finance entities, particularly those operating in high-volume states, must remain attentive to ensure that their internal controls, compliance programs, and litigation strategies remain aligned with the shifting enforcement landscape.
