Look Ahead to the Week of May 5: Trump’s ‘Skinny’ Budget Released as Reconciliation Roadblocks Emerge in Key Committees

Both chambers are in session this week. 

House Republicans will continue their pursuit of a single reconciliation package that includes President Trump’s key policy priorities. The House Natural Resources Committee will hold its legislative markup this week, following markups in several committees last week. 

While House Speaker Mike Johnson (R-LA) continues to express optimism for an ambitious deadline of Memorial Day for passage of the bill in the lower chamber, several House committees have delayed their markups. Deficit hawks and conservative members of the House GOP caucus continue to call for deep spending cuts to offset new spending, while moderates have expressed concerns about significant changes to the Medicaid and SNAP programs that could impact beneficiaries.

Several of President Trump’s cabinet secretaries will testify before Congress this week regarding their agencies’ requests for the 2026 fiscal year. President Trump released a “skinny budget” on Friday that called for a 23% reduction in domestic spending and a record-high funding level for defense agencies. 

The House will also vote on legislation that would rename the Gulf of Mexico as the Gulf of America (H.R. 276) and limit spending on institutions of higher education that have a relationship with Confucius Institutes (H.R. 881).

The upper chamber will resume consideration of Frank Bisignano’s nomination to be Social Security Administration Commissioner. Senate Majority Leader John Thune (R-SD) may also move forward with votes on a Congressional Review Act resolution that would overturn a Biden-era rubber-manufacturing emissions standard and legislation that would establish a nascent regulatory framework for payment stablecoins (S. 1582).

Newly elected Canadian Prime Minister Mark Carney will meet with President Trump at the White House later this week to discuss ongoing issues between the two nations, including trade and security policies.
