Callan Stein, a partner in Troutman Pepper Locke’s Health Care + Life Sciences Industry Group, was quoted in the February 28, 2025 Global Competition Review article, “NCAA Settlement Faces 88 Objections as Deadline Looms.”

However, the Trump Administration has already rescinded that guidance, which Troutman Pepper Locke partner Callan Stein said may result in schools reaching diverging opinions on whether the settlement is subject to Title IX.

The most likely outcome, according to Stein, is that different schools will interpret the settlement differently, sending the issue to different courts around the country and creating a patchwork of Title IX coverage and court rulings.

“One thing that I think everyone wants is some level of uniformity,” Stein said.
