Orange County BCC Adopted Vision 2050 and Orange Code on June 3, 2025

Vision 2050 is a county-wide amendment to the state-mandated Comprehensive Plan. It was first transmitted to the state for comments by the Board of County Commissioners (BCC) on July 25, 2023. It was adopted on June 3 by a vote of 5 to 2. Vision 2050 will become effective after the state land planning agency determines the action is “in compliance,” which may take 45-60 days. Orange Code is a complete overhaul of the County’s Land Development Code. It is described by Orange County as a “form-based code that focuses on the physical nature and characteristics of buildings and public spaces, rather than land use separation and density.” June 3rd was the second reading of the ordinance to adopt Orange Code. It becomes effective on the same date that Vision 2050 becomes effective.

The County is still under an Ordinance which suspends applications for Comprehensive Plan Amendments, Rezonings, and Special Exception until July 7, 2025.
