President Exempts USMCA Compliant Goods from IEEPA Tariffs against Canada and Mexico Starting March 7

On March 6, 2025, President Trump announced the amendment of the Executive Orders issued on February 2, 2025 imposing tariffs on Canada and Mexico to exclude goods that qualify for preferential treatment under the United States-Mexico-Canada Free Trade Agreement (USMCA). In addition, the amendment on the Executive Order against Canada includes a reduction in the tariff rate from 25% to 10% for imports of potash. The modification is effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01AM Eastern Standard Time on March 7, 2025. While the Orders do not address the issue of an expiration date, the administration previously indicated that the modifications are temporary and will only last until April 2.
