On July 30, 2025, President Trump issued a Presidential Proclamation announcing the imposition of a fifty prevent (50%) tariff on “all imports of semi-finished copper products and intensive copper derivative products” as set forth in the Annex to the Proclamation. The tariff is effective “with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 1, 2025.” The tariff is in addition to any other duties, fees, exactions, or other applicable charges. Duty drawback is not available for duties imposed under this Proclamation.
The Proclamation also requires the Secretary of Commerce to establish a process to include additional products within the scope of the Proclamation within ninety (90) days. As with the steel and aluminum derivative products, the non-copper content of articles subject to the Proclamation will be subject to the applicable reciprocal tariff rate and any other applicable duties, including those rates imposed under the International Emergency Economic Powers Act (“IEEPA”) to address the declared national emergency related to fentanyl and drug trafficking. If, however, a product is subject to both the copper tariffs and the automobile and automobile parts tariffs issued under Proclamation 10908, the automobile and automobile parts tariffs will apply instead of the tariffs provided for in this Proclamation.
