Senate Concludes Rescissions Vote-a-Rama

The Senate approved a revised version of H.R.4, the Rescission Act of 2025 on July 17, concluding a vote-a-rama that began the morning of July 16 and lasted 13 hours. Senators took roll call votes on 17 amendments and motions to recommit. They also took two voice votes and approved one amendment, which was the substitute amendment offered by Sen. Eric Schmitt (R-MO), for a total of 20 considered amendments and motions to recommit. The bill remains largely unchanged from the House version, except for the removal of the $400 million cut to the United States President’s Emergency Plan for AIDS Relief (PEPFAR) prior to the start of the vote-a-rama. The final vote was 51-48 with Sens. Susan Collins (R-ME) and Lisa Murkowski (R-AK) joining Democrats in opposing the bill. Sen. Tina Smith (D-MN) was absent from the vote. Since the Senate revised the package, the House must now reconsider the bill and pass it before Friday’s deadline. Should the House not pass the Senate’s revised version by Friday, the $9 billion in funding must then be released; however, it is expected the House will pass the revised version, sending it to President Trump’s desk by the deadline.
