The Occupational Safety and Health Administration (“OSHA”) announced on May 20th that it has updated its inspection program to direct agency enforcement resources to establishments with the highest rates of injuries and illness based on data submitted in accordance with recordkeeping requirements.

OSHA states that its Site-Specific Targeting Program (“Directive”) is its primary planned inspection program for non-construction establishments with 20 or more employees. See Directive Number CPL 02-01-067.

OSHA states it will use Form 300A data from calendar years 2021 – 2023 to select establishments for inspections based on:

  • For high-rate establishments, the SST plan selects individual establishments for inspection based on CY 2023 Form 300A data. The previous SST used CY 2021 data.
  • For upward trending establishments, the SST plan selects individual establishments for inspection based on CY 2021 through 2023 Form 300A data. The previous SST used CY 2019 through 2021 data.
  • The low-rate establishments list is generated using CY 2023 Form 300A data. The previous SST used CY 2021 data.
  • The non-responders list is generated using CY 2023 data. The previous SST used CY 2021 data.

The Directive cancels CPL 02-01-064, Site-Specific Targeting (SST), February 7, 2023.
