Among the over 70 executive orders rescinded by President Trump on his first day in office was President Biden’s executive order on artificial intelligence (EO 14110).
Three days later, President Trump issued his own AI executive order, stating a new U.S. policy on AI: to “sustain and enhance America’s global AI dominance to promote human flourishing, economic competitiveness, and national security."
The order requires the immediate review and identification of any actions taken by federal agencies under EO 14110 that may be inconsistent with the new policy, such as the Biden-era OMB memo that had directed federal agencies on how to procure AI systems, and the suspension or revision of those actions. Additionally, the order calls for an action plan to implement the new policy, to be developed and submitted to the president within 180 days.
In a separate action, President Trump reestablished the President's Council of Advisors on Science and Technology (PCAST), to be co-chaired by the assistant to the president for science and technology, Michael Kratsios, and the administration’s AI and cryptocurrency czar, David Sacks. PCAST is tasked with advising the president on science, technology, education, and innovation policy as well as providing scientific and technical information to the president upon request.
