Update on the Interstate Bridge Replacement Program Project

We previously commented on the status of the Interstate Bridge Replacement Program project. Per the IBR Program's June 2025 Fact Sheet, the project is still in the design phase with the expectation that it will publish a Final Supplemental Impact Statement, followed by an Amended Record of Decision, in early 2026, and that construction will begin in 2026.

On August 27, 2025, the IBR Program's Community Advisory Group (CAG) and Equity Advisory Group (EAG) held a meeting to discuss the design of the project. During that meeting, the CAG and EAG provided an Architectural Elements Overview, consisting of 243 pages and providing various design concepts.

As for funding, in late July 2025, the Metro Council approved the amendment to the 2024-2027 Metropolitan Transportation Improvement Program (MTIP) to add three IBR Program projects to the MTIP, totaling $1.9 billion. That amendment is now before the Oregon Transportation Commission.
