With JLARC Study, Virginia Continues Review of Data Center Industry

On May 21, 2024, the Virginia Joint Legislative Audit and Review Commission (JLARC) held an initial public discussion to consider opportunities, issues and the evolution of possible incentives and regulations pertaining to the data center industry in Virginia. Portions of presentation materials from the meeting can be viewed here.

The opportunities and issues discussed include economic development benefits, taxation, energy and power considerations, noise and visual impact mitigation, and other locational considerations. A full report and recommendations, expected to be presented to the JLARC in December, will frame the legislative agenda for 2025 with respect to the data center industry in Virginia.

During the 2024 Virginia General Assembly session numerous bills were put forward that would have negatively impacted the data center industry. A majority of those bills and related regulatory questions were referred to the JLARC for further study.
